JOB SUMMARY

Under the direction of the Assistant County Administrator, this position provides accounting and financial management and analysis to the Public Services Division which includes Library, IT, Facilities, Environmental Services, Land Management, Planning and Water, Water Management Organization, Veterans Services, and Communications. This position assembles the division’s annual budget under the direction of the Assistant County Administrator and monitors departmental activities throughout the year. Works closely with Public Services managers to maintain knowledge of agency functions, grants and contract agreements and reporting requirements, to ensure accuracy in all budgeting and reporting. This position is required to work independently, set priorities, perform complex analysis, make key decisions, and initiate action regarding financial management for the Division.

TYPICAL DUTIES AND RESPONSIBILITIES

• Prepare and monitor the division’s annual budget.

• Ensure the integrity of division financial transactions by reviewing them for propriety and taking necessary action when needed to correct any discrepancies.

• Monitors and reviews division invoices and claims for payments to assure compliance with operational, legal and accounting requirements.

• Perform all fiscal responsibilities required to administer grants and contracts entered into by the division.

• Collaborate with the County’s Finance Department to ensure the division is meeting deadlines, is operating within established policies and procedures and is accurately reporting required financial information.

• Assist division managers with procurement and contract management.

• Conduct financial analysis and research and prepare reports for division leadership.

• Coordinates the division’s accounting systems, policies and procedures, and provides oversight to the department's accounting support staff.

• Performs other comparable duties of a like or similar nature as assigned.

ESSENTIAL SKILLS AND KNOWLEDGE

Essential knowledge and specialized subject knowledge required to perform the essential functions of the job:

• Knowledge of generally accepted accounting principles, practices and procedures.

• Theories, practices and procedures of budgeting, financial forecasting, reporting and planning functions.

• Principles and practices of financial and data processing in preparing and presenting financial statements and reports.

• Knowledge of governmental accounting theory, practice, administrative rules and procedures.

• Knowledge of relevant laws, regulations, requirements or guidelines pertaining to area of responsibility.

• Knowledge of personal computers.

• Knowledge of computer based budgeting, planning, reporting and accounting systems and functions.

• Preparation, generation, reconciliation of various accounting reports and accounts, and presentation of fiscal and narrative reports.

• Collaborating, sharing and working with supervisors within the department in coordinating services, developing plans and achieving objectives of the department.

• Providing oversight and informal direction to the work activities and functions of department accounting and support staff.

• Developing, forecasting and administering budgets, revenues and expenditures.

• Performing accounting functions accurately and within the required deadlines and timeframes required by the county and other agencies.

• Preparing, analyzing and interpreting financial reports.

• Analyzing, evaluating, planning and implementing new data processing, administrative procedures, or accounting controls for the department.

• Working independently and maintaining a high level of confidentiality.

• Use of computers and multiple software applications.

MINIMUM QUALIFICATIONS

• Bachelor's Degree in Accounting or Business Administration

• Three (3) years professional accounting experience

OR

•Associates Degree in Accounting or Business Administration and Eight (8) years professional accounting experience.

AND

• Valid Minnesota driver's license or evidence of mobility.

Preferred Qualification:

• One (1) year experience in a supervisory or leadership role.
